How is the HS Code system managed?

The Harmonised System is governed by international convention, which is administered by the World Customs Organisation (WCO).

This is an intergovernmental organisation, headquartered in Belgium, which was established to discuss, develop and promote modern systems of customs.

The WCO has attempted to provide a uniform interpretation of the HS Code in its Explanatory Notes.
